staff sent monthly to the Colonial Secretary's Office.
4th. Dismissals of men appointed under the first clause should
be reported monthly in the list of staff sent in.
5th. Dismissals of men appointed under clause 3 should be
reported for sanction at once to the Colonial Secretary's
office.
6th. That the Chief Resident Engineer has power to appoint all
daily paid men who do manual labour without reporting either
their appointment or dismissal to the Colonial Secretary's
Office.
7th. On the assumption that the through service to Canton must
be opened by June, 1910, but not before, the Chief Resident
Engineer has power to give bonuses to miners for tunnel work,
and others, for work done above an average which the Chief
Resident Engineer can fix, due consideration being given to the
above date.
8th. That the Chief Resident Engineer has power to give consolidated allowances of $30 per month for a pony and $10 per
(Supervising staff)
month for a bicycle, to such subordinates as he may think
necessary, to allow of their getting over the work quicker.
9th. That the Chief Resident Engineer should send to the Local
Auditor, or keep in his office for inspection when the Local
Auditor's Office is in the same building, copies of all contract
agreements by schedule of rates which are terminable at ten
days notice, for all permanent works or temporary works whose
value exceeds $2,000.00
10th. That tenders should be invited publicly for lump
contracts not on a Schedule of rates, when the quantities and
the time of completion become a part of the contract for all
works likely to exceed $2,000.00. That these tenders be advised
on by the Chief Resident Engineer and approved by His Excellency
the Governor,
11th. That the supply of all the usual stores be put up for
tender annually,
